Other Abstract

1995 年入夏以来,康定地区连续遭受山洪、泥石流和滑坡等山地灾害的危害,使康定地区和沿大渡河姑咱-金汤河口段两岸遭受百年-遇的特大灾害。7 月28 日上午8点,位于瓦丹公路响水沟段的落鹰崖发生岩崩堵断大渡河,断流半个小时.更加严重的是在此岩崩上游1 公里处的小落鹰崖,又发生两道贯通裂缝,潜伏着更大岩崩堵浙大渡河的危险.一旦发生,不仅要危害康定县的重镇姑咱,而且对历支文化名城一一泸定县城也将产生极大的危害.应四川省防汛抗旱指挥部办公室委托,我们参加了此次考察,并明确解决以下三个问题:
1. 响水沟小落鹰崖危崖体变形特征,可能岩崩的方量,危险程度;
2. 如果岩崩下来,是否堵断大渡河,堵多高的坝,对上游回水淹没情况;
3. 如呆溃坝,溃坝洪水对下游的冲刷、淹没危害情况。

At 8 a. m. , on July 28 ,1995 , at Luoying Cliff located in Xiangshui Gully Section of Wa-Dan Road in Kangding , County region , a rock failure happened and blocked Dadu River for half an hour. It is worse that two through - fissures appear at Xiaoluoying Cliff near the rock failure one kilometer up. There is the risk of blacking Dadu River again by greatcr rock failure.

There are two fissures at Xiaoluoying Cliff, inner and outer. Outer fissure closes the volume of 0.2 million m3; Inner one, 2.41 million m3, By investigation and risk-analysis, we get the idea that the outer fisure may develop a rock failure within 2-3 years. When Quter rock failure happens , the inner one will not happen at the same moment with the exception that earthquake , torrential rain and ripping farce of outer one happen together.

According to the components and construction of dangerous rock, the dam formed by the
failure rock will not break down wholely but part1y. If the dam formed by autcr fissure breaks down partly,  the flood does little harm to both sides of bank. But if the dam breaks down wholely ,  the flood will do scrious harm to vil1ages, roads, farmland, etc. which are lower than first terraCe above Guxiang. If the dam is formed by inner fissure , and the broken dam is 1/2 of the whole dam high , the flood will do harm to villages etc whick are higher than first terrace above Guxiang; If 2/3 , do harm to road construction of Luding County near river; If whole, do harm to more than half of Luding City, but also vil1ages, farmlands which are higher than first terrace. For prevention , some proposapls such as monitoriing,aleft study and f100d alarm etc are put forward.
