Abstract本文从利用 2003 年、2008 年和2010 年都江堰城市土地利用数据,借助GIS 技术分析各功能用地空间结构变化规律,从功能用地圈层扩张和方位扩张等方面分析都江堰城市土地利用变化规律。运用DEA 模型分析各功能用地效率变化情况,依据结构功能理论研究土地空间结构变化对城市效率的影响。最后根据城市发展周期性特征,为都江堰城市未来构建合理、高效土地利用结构提供科学依据。得出以下结论:(1)都江堰城市形态演化具有明显的周期性,城市公共投资与基础设施建设波动及其要素替代效应对城市形态周期性扰动响应是其核心作用机制。空间格局演变遵循“外部扩张,内部填充”相互交替组织原则,城市演变周期为12~13 年,下一阶段城市将进入以内部填充为主的发展阶段。(2)都江堰城市工业用地、居住用地、公共设施用地等主要功能用地在城市用地构成中占据较高比例,且居住用地面积比例不断上升,公共设施和工业用地比例持续下降,居住用地扩张速度最快、强度最高,公共设施用地其次,工业用地再次,三大主要功能用地都呈圈层向外扩张的总体趋势,其中居住用地圈层扩张最为明显,而工业用地集中南部和东北部,公共设施用地呈圈层间交错扩张趋势。(3)公共绿地空间分布极其不均衡,主要集中分布在城市西部的都江堰景区和城市东北角,且发展速度严重滞后于居住用地的扩张速度。从公共绿地空间可达性看,2003~ 2010 年城市东北部和东部无论选择何种出行方式其公共绿地可达性均有明显改善,而城市南部工业区无论选择何种出行方式其可达性均较差。(4)城市土地利用空间结构变化对经济效率具有显著影响,其中工业用地空间结构对其经济效率的影响主要通过结构变化所引发的集聚效应来实现;公共设施用地除空间结构变化引发集聚效应影响效率外,还通过其服务半径和覆盖面积影响其效率的提高;居住用地效率的提高则依赖于其周边功能用地的配套情况和居住用地的人口承载力,各功能用地通过为居住用地提供生产功能、生活功能以及生态功能影响居住用地效率。(5)通过对城市土地利用空间结构和用地效率的分析,本文提出运用精明增长理论解决都江堰城市发展中存在的问题,主要包括:紧凑式开发与填充式发展有机结合, 努力提高土地使用效率;有机结合土地利用规划与交通系统规划, 倡导公共交通;科学设定城市增长边界。
Other AbstractBased on the urban land use data from 2003 to 2010, this article tried to analyze the spatial variation pattern of urban land use structure in Dujiangyan from the functional sites spheres expansion and azimuth expansion with the help of GIS technology. DEA model was used to analyze the efficiency of the various functional land use changes, based on the structure and function theory to study how land use structure changes can affect the urban land use efficiency. At last, based on the cyclical characteristics of urban development for the city of Dujiangyan to construct a reasonable, efficient land use structure in order to provide a scientific basis. The conclusions as follows: (1) The evolution of urban morphology in Dujiangyan follows the pattern of the minimum cost-cyclic expansion in the statistics, the city public investment and infrastructure construction elements of the periodic disturbance of the substitution effect of urban form response to its core mechanism. The evolution of the spatial pattern follow the external expansion, internal padding interchangeably organizing principle, the urban evolution cycle of urban morphology in Dujiangyan is about 12 or 13 years, the next phase of the city will enter a stage of internal filling development period. (2) The industrial land, residential land, public facility land and other major lands occupy a higher proportion of urban land in Dujiangyan, the proportion of residential land is raising rapidly, on the contrary the public facility land and industrial land has steadily declined, the residential land has the highest rate of expansion speed and highest intensity, the public facility Secondly, the industrial land thirdly; the main function of the three land were tested circle outward expansion of the overall trend, residential land has the most obvious spheres expansion trend, industrial land is concentrated in southern and northeastern of the city, the public facility land has the circle between staggered expansion trend. (3) The spatial distribution of public green land is extremely uneven, mainly located in the western part of the city in Dujiangyan scenic and the northeast corner, and the development pace of public green land lags far behind the rate of expansion of the residential land. From the view of the space accessibility of urban public green land, the spaceaccessibility in the northeastern and eastern parts of the city is significantly improved no matter choose which way to get the public green land from 2003 to 2010, while the space accessibility in the city's southern industrial zone no matter choose what preferred way are worse. (4) Changes in the spatial structure of urban land use has a significant impact on the economic efficiency , the influence of spatial structure to economic efficiency of industrial land mainly through structural changes caused by aggregation effect; the influence of spatial structure to economic efficiency of public facility land in addition to the spatial structure changes caused by the impact of agglomeration effects efficiency, but also through its service radius and area coverage affect its efficiency; the efficiency of residential land is dependent on the population carrying capacity of the land supporting its peripheral functions and residential land, through various functional land for residential land production function life functions and ecological functions affect the efficiency of residential land. (5) through the analysis of the spatial structure of urban land-use and land-use efficiency, this paper proposes to take the smart growth theory to solve the problems existing in Dujiangyan city development, including: combining the compact development and filling development organically to improve the efficiency of land use; combing land-use planning and transportation system planning to promote public transport; setting urban growth boundary scientifically.
